See (use eyes) saw seen
When your eyes are open you do this without thinking (a blind person is unable to see)
With that meaning 'see' is not an action verb and can't be used in the progressive tenses

Watch to look at something for a period of time, especially something that is changing or moving

During their honeymoon every evening they sat and watched the sunset
